What is the definition of a portable appliance?

No specific legal definition. However, there is a consensus that such equipment is either hand held whilst being connected to an electrical supply, or is capable of being moved without undue difficulty whilst connected to the supply.

Examples: PCs and associated IT equipment, power tools, electrical kitchen equipment such as kettles, microwaves and portable fridges, electrical office equipment such as shredders, laminators and photocopiers, heaters, fans, small vending machines, vacuum cleaners etc.

What does inspection and testing consist of?

The Institution of Electrical Engineers publishes the "Code of Practice for In-service Inspection and Testing of Electrical Equipment" (ISBN: 0-85296-776-4) . This guide forms the basis for portable appliance testing in the U.K.

The code specifies visual inspection to check condition and suitability, and electrical tests including earth bond continuity tests, insulation resistance testing and functional checks. All tests normally carried out on appliances without having to remove them from the workplace.
